제 1장 총칙

제 1조(목적)
이 지침은 대한공간정보학회의 연구윤리 및 진실성을 확보하는데 필요한 역할과 책임에 관하여 기본적인 원칙과 방향을 제시함으로써 대한공간정보학회는 물론 학회회원 개인의 윤리성을 높이는데 그 목적이 있다.

제 2조(적용대상 및 범위)
이 지침은 대한공간정보학회와 관련된 연구를 수행하는 연구자와 대한공간정보학회 발간학술지의 저자, 편집위원, 심사위원을 대상으로 한다.

제 3조(대한공간정보학회의 권한과 역할)
대한공간정보학회는 연구에 대한 부정행위 신고접수창구를 마련하고, 진실성 검증이 공정하고 합리적으로 이루어졌는지에 대해 심사하며, 이를 토대로 후속 조치를 실시한다.

제 4조(연구부정행위의 범위)
① 이 지침에서 제시하는 연구부정행위 (이하“부정행위”라 한다)는 연구의 제안, 연구의 수행, 연구 결과의 보고 및 발표 등에서 행하여진 위조·변조·표절·부당한 논문 저자 표시, 중복연구, 이중 논문 게재 행위 등을 말하며 다음 각 호와 같다.
1. “위조” 및 “변조”는 존재하지 않는 데이터 또는 연구 결과 등을 허위 및 임의로 만들어내는 행위를 말한다.
2. “표절”이라 함은 타인의 아이디어, 연구내용·결과 등을 정당한 승인 또는 인용 없이 도용하는 행위를 말한다.
3. “부당한 논문저자 표시”는 연구 내용 또는 결과에 대하여 과학적 · 기술적 공헌 또는 기여를 한 사람에게 정당한 이유 없이 논문 저자 자격을 부여하지 않거나, 과학적 · 기술적 공헌 또는 기여를 하지 않은 자에게 감사의 표시 또는 예우 등을 이유로 논문 저자 자격을 부여하는 행위를 말한다.
4. “중복 연구” 및 “이중 논문 게재”는 동일한 내용의 연구로 두 개 이상의 연구 과제를 수행하거나 두 개 이상의 학술지에 동일한 연구 결과를 발표한 행위를 말한다.
5. 위의 각 호 이외에 과학기술계에서 통상적으로 용인되는 범위를 심각 하게 벗어난 행위 등 본인 또는 타인의 부정행위 혐의에 대한 조사를 고의로 방해하거나 제보자에게 위해를 가하는 행위
② 제 1 항의 규정에 의한 부정행위 외에도 자체적인 조사 또는 예방이 필요하다고 판단되는 부정행위를 포함한다.


제 2장 연구논문 관리 윤리규정

제 5조(저자가 지켜야 할 윤리적 의무)
① 저자는 연구의 내용과 그 중요성에 대하여 객관적으로 정확하게 기술하여야 하고, 통계적 이유가 없는 경우에는 연구의 결과를 임의로 제외하거나 첨가하지 말아야 한다. 또한 이전에 출판된 자신의 연구물(게재 예정이거나 심사 중인 연구물 포함)을 새로운 연구물인 것처럼 출판(투고)하거나 출판을 시도하지 않는다.
② 연구 논문에는 학술적으로 충분한 가치가 있는 결론과 뒷받침할 수 있는 종합적인 논거가 포괄적으로 포함되어 있어야 한다. 이미 발표한 논문과 동일한 결론을 주장하는 연구논문을 투고하는 경우에는 새로운 논거에 중대한 학술적인 가치가 있어야만 한다.
③ 공개된 학술자료를 인용할 경우에는 정확하게 기술하도록 노력하여야 하고, 상식에 속하는 자료가 아닌 경우에는 반드시 그 출처를 명백하게 밝혀야한다.
④ 보고되는 연구에 학술적으로 중요한 기여를 하였고 결과에 대하여 책임과 공적을 함께 공유할 모든 연구자는 공저자가 되어야 한다.
⑤ 연구 논문에 다른 연구자의 결과에 대하여 비판적인 입장을 명백하게 밝히는 것은 가능하지만 개인적인 비난은 절대 허용되지 않는다.
⑥ 저자는 논문의 심사 과정에서 제시된 편집위원과 심사자의 의견을 호의적인 태도로 수용하여 논문에 반영되도록 최선의 노력을 하여야하고, 이들의 의견에 동의하지 않을 경우에는 그 근거와 이유를 상세하게 적어서 편집위원에게 알려야 한다.

제 6조(편집위원이 지켜야 할 윤리적 의무)
① 편집위원은 저자의 인격과 학자적 독립성을 존중해야 한다.
② 편집위원은 학술지에 게재할 목적으로 투고된 논문은 오로지 논문의 질적 수준과 투고 규정을 근거로 공평하게 취급하여야 한다.
③ 편집위원은 투고된 논문의 평가를 전공 분야에 대하여 전문적인 지식과 공정한 판단 능력을 가진 심사위원에게 의뢰해야 한다.
④ 편집위원은 투고된 논문의 게재 여부를 결정하는 모든 책임을 진다.
⑤ 편집위원은 투고된 논문의 게재가 결정될 때까지는 심사자이외의 사람에게 투고된 논문의 내용을 절대 공개하지 말아야 한다.

제 7조(심사위원 지켜야 할 윤리적 의무)
① 심사자는 학술지의 편집위원이 의뢰하는 논문을 심사규정이 정한 기간 내에 성실하게 심사하여 학술 발전에 기여할 의무를 가지고 있다.
② 심사자는 높은 수준의 과학적, 학술적 기준을 적절하게 유지하면서 논문에 포함된 실험과 이론의 내용, 결과의 해석, 설명의 질을 객관적으로 심사하여야 한다. 완벽하게 검증되지 않은 개인의 학술적 신념이나 가정에 근거한 심사는 옳지 않으며, 자신의 연구나 저자와의 개인적인 친분 관계를 떠나 공정하게 심사하도록 최선의 노력을 하여야 한다.
③ 심사자는 전문 지식인으로서의 저자의 인격과 독립성을 존중하여야 한다. 편집위원에게 보내는 심사 의견서는 논문에 대한 자신의 판단과 보완이 필요하다고 생각되는 부분과 그 이유를 상세하게 설명하여야 한다. 심사 의견서는 정중하고 부드러운 표현으로 작성하여야 하며, 저자에 대한 모욕 및 비하 표현은 절대 삼가 한다.
④ 심사자는 심사를 의뢰한 논문에 대한 비밀을 보장하여야 한다. 논문에 대하여 특별한 조언을 받기 위해서가 아니라면 논문을 다른 사람에게 보여주거나 그 내용에 대하여 다른 사람과 논의하는 것도 바람직하지 않다. 다른 사람의 조언을 받아서 심사의견서를 작성할 경우에는 그 사실을 편집위원장에게 알려야한다. 논문이 게재된 학술지가 출판되기 전에는 저자의 동의 없이 논문의 내용을 인용해서는 안 된다.
⑤ 심사자는 논문의 내용과 관련된 중요한 연구가 정확하게 인용되어 있는 가에 세심한 주의를 기울여야 한다. 심사하는 논문의 내용이 이미 학술지에 공개된 다른 논문과 매우 유사할 경우에는 편집위원장에게 그 사실을 상세하게 알려 주어야 한다.


제 3장 연구윤리규정 시행 지침

제 8조(연구윤리규정 서약)
대한공간정보학회 신규 회원은 본 연구윤리규정을 준수하기로 서약해야 한다. 기존 회원은 윤리규정의 발효 시 연구윤리규정을 준수하기로 서약한 것으로 간주한다.

제 9조(연구윤리규정 위반 보고)
학회의 회원, 편집위원, 심사위원은 다른 회원이 연구윤리규정을 위반한 것을 인지할 경우 그 회원으로 하여금 윤리규정을 환기시킴으로써 문제를 바로잡도록 노력해야 한다. 그러나 문제가 바로잡히지 않거나 명백한 윤리규정 위반 사례가 드러날 경우에는 학회에 신고할 수 있다. 조사위원회는 문제를 학회에 보고한 회원의 신원을 외부에 공개해서는 안 된다.

제 10조(조사위원회 구성)
① 부정행위가 신고되면 학회는 조사위원회를 구성하여 제보일로부터 30일 내에 조사를 실시한다.
② 조사위원회는 5인 이상의 회원으로 구성되며, 조사위원은 이사회의 추천을 받아 회장이 임명한다.

제 11조(조사와 결과 보고)
① 조사위원회는 제보자와 피조사자에게 의견진술의 기회를 주어야 하며 이의제기 및 변론의 기회를 주어야 한다. 당사자가 이에 응하지 않을 경우 의의가 없는 것으로 간주한다.
② 조사위원회는 조사가 진행되는 과정에 제보자가 불이익, 압력 또는 위해 등을 받지 않도록 보호해야 하며, 이에 필요한 시책을 마련해야 한다. 또한 조사위원회는 조사가 완료될 때까지 피조사자의 명예나 권리가 침해되지 않도록 주의하여야 한다.
③ 조사위원회는 조사의 결과와 내용을 조사 시작 30일 이내에 회장에게 보고하여야 한다.
④ 조사의 결과 보고서에는 다음 각 호의 사항이 반드시 포함되어야 한다.

3. 조사 위원회의 조사 위원명단
4. 조사 과정 및 판단의 근거
5. 허위 제보자와 윤리규정 위반 피조사자 징계건의 여부

제 12조(조사 결과 보고에 대한 후속 조치)
① 회장은 조사내용·결과 및 그에 따른 판정의 합리성과 타당성에 문제가 있다고 판단되는 경우 조사 위원회에 추가적인 조사의 실시 또는 조사와 관련된 자료의 제출을 요구할 수 있다.
②  대한공간정보학회는 판정 결과에 근거하여 후속조치를 취하고 이를 제보자와 피조사자에게 통보하여야 한다.
③ 조사위원회의 징계 건의가 있을 경우, 회장은 이사회를 소집하여 징계 여부 및 징계 내용을 최종적으로 결정한다. 윤리규정을 위반했다고 판정된 회원에 대해서는 경고, 회원자격 정지 내지 박탈 등의 징계를 할 수 있으며, 이 조처를 다른 기관이나 개인에게 알릴 수 있다.

제 13조(기타)
이 지침에 없는 사항은 대한공간정보학회 이사회에서 논의하여 결정한다.

Publication Ethics

1. Preface

The purpose of this article is to ensure the code of ethics, the truthfulness, and the accuracy of academic activities within KOGSIS publications.

2. Scope

These articles should be applied to all authors, editors, KOGSIS reviewers, and researchers who wish to publish in the Journal of Korean Society for Geospatial Information Science—either directly or indirectly.

3. Definition of Research Misconduct

 Research misconduct (hereinafter referred to as “misconduct”) shall include fabrication, falsification, plagiarism, false authorship, and other wrong doings which occur while proposing or performing research, or reporting research results, as described in the following:

(1) "Fabrication" shall refer to making up data or research results that do not actually exist.

(2) "Falsification" shall refer to distorting the substance or results of research by manipulating the material, equipment, or process of research or arbitrarily modifying or omitting data.

(3) "Plagiarism" shall refer to using another person’s ideas, research content, or results without proper permission or citation.

(4) "False authorship" shall refer to denying authorship (without justifiable reason) to a person who has made a scientific or technical contribution to the content or results of research or conferring authorship out of gratitude or respect to a person, who has made no scientific or technical contribution.

(5)The intentional obstruction of an investigation into an allegation of misconduct against himself/herself or another person—or causing harm to an informant.

(6) Any and all other acts that seriously violate the accepted conventions of the scientific community.

(7) Proposing, forcing, or threatening others to commit any of the misconduct described above.

4. Ethical Responsibilities of Authors

(1) If the research does not have any statistically valid result, an author must describe the importance of the research more accurately and objectively. Also, it is highly discouraged to submit any manuscript that has been previously published or going to publish elsewhere.

(2) The award of authorship should balance intellectual contributions to the conception, design, analysis, and writing of the study against the collection of data and other routine work. If there is no task that can reasonably be attributed to a particular individual, then that individual should not be credited with authorship.

(3) The study must include a comprehensive rationale to support the conclusion that there is sufficient scientific value. If a paper claiming the same conclusion in previously published articles is submitted, then new argument must have great academic value.

(4) If an author cites a published article, then it should have influential meaning in the study and should be done accurately with clear disclosure.

(5) A co-author is any person who has made an important contribution to scientific research and who shares the responsibility and accountability for the results and achievements presented.

(6) Results of the research can be criticized, based on an explicitly critical stance against the relevant results of other researchers (while consciously avoiding personal attacks and blaming).

(7) The authors should accommodate valuable suggestions that are offered by reviewers and editors in the final version of the manuscript. In case the author fails or disagrees to do so, detailed evidence (and a reason to reflect the disagreement on the opinions of editors and reviewers) should be provided to the committee.

5. Ethical Responsibilities of the Editorial Board

(1) The editorial members must respect the personality of the author and independency as a scholar.

(2) The editorial members must treat all manuscripts equally under the submission policy and quality of a paper regardless of not only gender, age and affiliations but also any perceptions or personal relationships.

(3) The editorial members should ask for the review of the submitted paper to the reviewer who has professional knowledge on the area of the paper and a capability of fair judgment. When asking for a review, the editorial members must avoid a reviewer who is too close to the author or too hostile so that objective review can be made. However, if the evaluation between the reviewers is significantly different on a same paper, the third expert on the relevant area may give a consultation.

(4) The editorial members have all responsibilities that can decide whether the submitted paper will be published or not.

(5) The editorial members must not unveil the contents of the paper other than the reviewers until the publication of the submitted paper is decided.

6. Ethical Responsibilities of Reviewers

(1) Reviewers are required to evaluate papers that are commissioned by the editorial board within a certain period of time. They need to inform the Editorial Board of the review results. If the reviewer thinks he or she will not be able to serve as a reviewer for some reason, he or she should notify the board of his or her inability to perform the review.

(2) Reviewers are required to review manuscripts fairly and objectively. They also should not allow any personal beliefs or ties to disrupt the review process. Rejecting manuscripts because they are against personal beliefs or interpretations (without properly presenting sensible reasons) is not acceptable. Reviewing without thoroughly reading the manuscript is also not acceptable.

(3) Reviewers shall respect the personality and independence of intellectuals as scholars. While expressing opinions on manuscripts in an evaluation form, the reviewers need to explain why the paper needs corrections. Reviewers’ comments should be expressed positively. Belittling or insulting authors is not allowed.

(4) Information on assigned papers should be kept confidential by reviewers. Showing the papers to someone else is not desirable, unless the reviewers are seeking advice about the review. If you accept the advice of others to review, you should inform the editor-in-chief. Citing any passages (in whole or part) from the manuscript before publication is not allowed.

(5) The reviewer shall pay close attention to whether or not important researches are cited accurately with respect to the content of the paper. Reviewers should notify the editorial board when they find that reviewed papers have been published in other journals or are under review for publication in other journals. Also, any problems concerning the papers should be relayed to the editorial board.

7. Publication Ethics Pledge

New members of the KOGSIS must abide by these Ethics Regulations. The current members are considered to have pledged to comply with these Ethics Regulations.

8. Publication Ethics Violations

If any violation of the Code of Ethics has been noticed by any member of the editorial board or KOGSIS reviewer, the person should try to point out and correct those violations on his or her own. However, if the violations cannot be resolved, it is necessary to immediately report it to the KOGSIS Board of Directors.

9. Investigation Committee for Publication Ethics Violations

(1) A main investigation will be initiated within 30 days of approval of the results of a preliminary investigation during which time a committee to conduct this investigation shall be organized. If misconduct is reported, experts will conduct an investigation within 30 days by configuring a committee.

(2) The investigating committee is composed of at least five members. The chairman of the investigating committee will be appointed by the president of KOGSIS, based on the recommendation of the Board of Directors.

(3) The investigating committee will be looking at the violation. They will not disclose the identity of the informant.

10. Investigating and Reporting

(1) The investigating committee is given an opportunity to comment on informants and their statements, which should also be their opportunity to appeal and argue. If the parties do not comply, the investigation should be considered as having no significance.

(2) While performing their investigation, the investigating committee has to protect the informant. If an informant is placed at a disadvantage in terms of status (e.g., a disciplinary measure) or suffers discrimination in terms of work conditions, unfair pressure, or any other harm due to reporting misconduct the damage must be restituted. Otherwise, an action requested by the informant shall be taken. Care shall be taken so that the reputation and rights of an accused individual are not damaged— pending completion of the investigation into the alleged misconduct. The commission shall also investigate carefully, as to not to infringe on the honor and rights of the informant—until the investigation is completed.

(3) The investigating committee shall report the results and details of the investigation to the President of KOGSIS, which shall begin within 30 days.

(4) Results of the investigation report shall include the following details:

A. Specific content about the allegation.

B. The alleged misconduct, which is the target of the investigation.

C. The members of the investigating committee.

D. The judgment, based on the investigative process.

E. The decision to take disciplinary action to the false informant or the person who has violated ethics.

11. Investigation Report

(1) The president may be required to submit the results of the investigation. If it is determined that there is a problem with the rationality or validity of the judgment of the investigation committee, additional research can be conducted.

(2) KOGSIS shall take follow-up action (based on the result of the investigation) and shall notify the informant.

(3) Based on the recommendation of the disciplinary commission, the president shall determine whether or not to take disciplinary action and then convince the Board of Directors of his or her decision. The relevant disciplinary action should be informed to the accused individual in writing of the action to be taken following a prescribed procedure.

12. Other

Conflicts not covered by above the articles will be discussed and resolved by the KOGSIS Board of Directors.
